清末著名洋务派官僚和学者。字孝达，号香涛，晚号抱冰，直隶南皮人。同治进士，授翰林院编修。先后任浙江乡试副考官、湖北学政、四川学政。光绪五年迁侍学士。1889-1906年，任湖广总督近甘年。在此期间，他提出"中学为体、西学为用"的洋务运动纲领。大力兴办洋务，成为仅次于李鸿章的洋务派大吏。1906年，赴北京任协办大学士、体仁阁大学士。翌年调任军机大臣，掌管学部事务。1908年， 任督办粤汉铁路大臣和督办鄂境川汉铁路大臣。宣统元年(1909年) 充实录馆总裁官，旋病死于北京。溢号"文襄"。著有《张文襄公全集》共一百多卷。
