加强和改进学校党的建设，是促进学校科学发展、实现学校办学目标的根本保证，是全面贯彻党的教育方针、培养更多高素质优秀人才的必然要求。施洪甲同志结合多年从事党务工作的经历，在总结曲靖师范学院十年本科办学党建工作的经验基础上，围绕"新建本科高校领导班子和领导干部办学治校能力建设""以改革创新精神推进高校党建思想政治工作" "切实履行好党风廉政建设主体责任" 等方面的内容展开思考和论述，深入分析了新建本科院校党建工作所面临的困难和挑战，积极探索州市高校党建工作的新路径，其中不乏许多独到的见解，譬如总结出了做好党建工作应该"围绕一个中心""深化两个认识" "实现三大目标""树立四个理念" "做到五个协调统一" "正确处理好六个关系" 等经验。这些都体现了一位高校党委书记的境界、眼界和对党建工作的深刻思考，同时也为地方院校和谐校园建设和党建、思想政治教育工作提供了一种新的范式。
纵观全书，我们可以看到施洪甲同志站在全局和时代发展的战略高度谋划学校的改革和发展，不仅能体会到书中较强的思想性和理论性，而且可以感受到它较强的可操作性，很多具体的方法甚至可以直接运用到新建本科高校的改革发展具体工作中。我们相信本书对高等学校的管理者和相关人员有一定的启发和参考价值。
